TJK1048: SMART TOURISM AND BUSINESS EDUCATION DEVELOPMENT PROJECT
Consulting Services for Financial Audit
Mode of Financing: IsDB Forward Leasing, Loan, and Technical Assistance Grants

1. The Republic of Tajikistan has received financing from the Islamic Development Bank (IsDB) toward the cost of the Tourism Business Education Development Project and intends to apply part of the proceeds for consultant services.
2. The services include Audit of the Project’s Financial Statements and Preparation of its Report as well as concurrent verification of Statements of Expenditure and the Special Account prior to each replenishment request (expected semi-annually). The assignment is expected to commence on or about September 2026 and to cover six audits over the 60-month project implementation period (July 2026 – June 2031): the fiscal periods 2026 (July–December), 2027, 2028, 2029, 2030, and a final period from January to June 2031. The final audit report is due no later than 31 December 2031.

4. The International University of Tourism and Entrepreneurship of Tajikistan (IUTET) (Executing Agency) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The shortlisting criteria are:
• At least 3 years of general experience in auditing;
• Experience in carrying out at least 2 contracts with similar scope of services under projects financed by Multilateral Development Banks or any international organizations.
Key Experts will not be evaluated at the shortlisting stage.
5. The attention of interested Consultants is drawn to paragraphs 1.12.1 and 1.12.2 of Part 1, Chapter 1 of the Guidelines for the Procurement of Consultancy Services under IsDB Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. A consultant will be selected from a national shortlist using the Least Cost Selection method set out in the Procurement Guidelines (April 2019 edition, revised February 2023).
