The Republic of Tajikistan received funding from the Islamic Development Bank (IDB) toward the cost of Tourism Business Education Development Project. The total cost of the project is US$ 18.25 million, including IsDB financing of US$13.95 million. The project is co-financed by the Government of the Republic of Tajikistan.
The development objective of the Project is to improve access to and the quality of higher professional education in tourism and hospitality, based on best international practices, through the upgrading of the existing education institution to a modern, inclusive, and sustainable institution in Dangara city and strengthening its potential to serve as a Hub for tourism and hospitality education as a champion of Halal Tourism education expanding best practices within the country and in the region.
The project is composed of following components: (A) Access for Tourism and Business Education; (B) Institutional Capacity of Tourism and Business Education; (C) Project Management Support; (D) Financial Audit; and (E) Contingent Emergency Response Component.
A dedicated full-time Project Management Unit is established within the International University of Entrepreneurship and Tourism of Tajikistan (Executing Agency) to ensure efficient management and implementation of the Project within its approved scope/ timeline.
The Executing Agency is recruiting a Chief Civil Engineer for the Project Management Unit (PMU) who will work under the supervision of the PMU Coordinator.
Key Tasks and Responsibilities
The details of the specific assignments/tasks of the Civil Engineers will be as follows:
Work closely with the relevant structures of local executive authorities of project district and other government agencies on issues related to the construction of educational institutions/facilities.
Exercise quality control over preparation and submission/approval of all technical documentation of the project.
Ensure that the detailed design and other technical documentation of construction works comply with IsDB/Government requirements/standards on construction, including with updated standards on accessibility (disability accessible and gender sensitive) and WASH standards.
Ensure that climate change and disaster risks are identified, and appropriate measures are designed for prevention/response are reflected in the project design and other documents.
Provide the necessary technical support to the PMU Coordinator in overseeing all issues related to the physical and financial execution of the civil works considering the efficient use of the Project’s resources.
Actively participate in the preparation and updating of financial plans, procurement plans, operational plans, Project Implementation Manual, including monitoring the effectiveness of the implementation of these plans related to the project.
Provide technical assistance and support to ensure alignment of project interventions with the relevant regulatory and legislative acts of the Republic of Tajikistan.
Verification of tender prices and authenticity of documents submitted by bidders, as well as verification of the qualifications and capabilities of bidders.
Ensure timely and effective control over contractor(s) under civil work contract(s).
Ensure that infrastructure built under the project is aligned with new/modern standards of infrastructure and provide technical advice on the use of modern technology during construction.
Exercise supervision and control over compliance with the requirements of the labor protection instructions at construction site(s).
Participation in the management and supervision of civil work contract(s).
Regular visits to construction site(s) of project areas and making entries in the observation log
Monitoring and control of the quality of construction and installation works and compliance with the contractors’ work schedule.
Carry out control measurements of the scope of work submitted for approval by the project supervision consultant.
Timely verification of all construction documentation related to the progress of construction works, including IPCs.
Take necessary measures for unreasonable delays or poor quality of civil works or submitted deliverables.
Duly communicate incompliance with the contract requirements with relevant project team at the PMU and IsDB.
Contribute to the processes of monitoring, evaluation and reporting of the project, including the timely provision of inputs on Component 1 of the Project to all relevant monthly, quarterly, annual, mid-year review and final evaluation reports.
Provide guidance and technical assistance in preparation of completed construction and installation works and facilities for technical evaluation and acceptance by IsDB, EA and the Government.
Participate in the work of commissions for the acceptance of construction project site(s) and their commissioning.
Any other tasks assigned by the PMU Coordinator.
Essential Skills, Experience and Qualifications
Higher engineering education in the field of construction.
At least 8 years of experience in design and construction, construction of educational facilities is an advantage.
Knowledge of current regulatory documents in the field of design and construction.
Knowledge of the local business environment in the construction industry.
Experience in projects financed by international organizations.
Excellent knowledge of construction norms and ecological legislation of the RT.
Ability to make decisions independently.
Computer literacy, practical experience in working with MS Office applications, especially knowledge of AutoCad / ArhiCad software.
Good knowledge written and oral Tajik and Russian languages, English is an advantage.
Contractual conditions
The duration of the contract will be 12 (twelve) months with 3-month probation period starting from the contract signing date and renewable annually based on annual performance evaluation and project needs.
Chief Civil Engineer is expected to work full time (office hours).
Remuneration will be paid monthly in accordance with the salary scale agreed between the IsDB, Executing Agency, and Ministry of Finance (in line with relevant Government Decree).
The position may require travel to project sites within Tajikistan. Travel expenses such as daily allowance, accommodation, etc. will be reimbursed in accordance with the relevant procedures.
The Chief Civil Engineers will be accountable to PMU Coordinator on day-to-day project activities.
The place of work – Dushanbe and Dangara cities.
