Background

The Republic of Tajikistan received funding from the Islamic Development Bank (IDB) toward the cost of Tourism Business Education Development Project. The total cost of the project is US$ 18.25 million, including IsDB financing of US$13.95 million. The project is co-financed by the Government of the Republic of Tajikistan.

The development objective of the Project is to improve access to and the quality of higher professional education in tourism and hospitality, based on best international practices, through the upgrading of the existing education institution to a modern, inclusive, and sustainable institution in Dangara city and strengthening its potential to serve as a Hub for tourism and hospitality education as a champion of Halal Tourism education expanding best practices within the country and in the region.

The project is composed of following components: (A) Access for Tourism and Business Education; (B) Institutional Capacity of Tourism and Business Education; (C) Project Management Support; (D) Financial Audit; and (E) Contingent Emergency Response Component.

A dedicated full-time Project Management Unit is established within the International University of Entrepreneurship and Tourism of Tajikistan (Executing Agency) to ensure efficient management and implementation of the Project within its approved scope/ timeline.

The Executing Agency is recruiting a Senior Procurement Specialist for the Project Management Unit (PMU) who will work under the supervision of the PMU Coordinator. 

Responsibilities and Scope of Work

The details of the specific assignments/tasks of the Senior Procurement Specialist will be as follows:

  • Plan all procurement activities and regularly review/update the project procurement plan in close collaboration with the EA and IsDB;
  • Prepare the documents for procurement of Goods, Works and Services in line with the agreed procurement plan: SPN, bidding documents, Bid Evaluation Reports, draft negotiated Contracts with Suppliers/Contractors/Consultants and processing the signature of the final version of the contracts cleared by IsDB;
  • Arrange for advertising of bidding opportunities and assistance in inviting bids in local media and websites;
  • Arrange contract award notices as per IsDB and local requirements;
  • Ensure due procurement governance process through registering and addressing complaints related to the procurement process;
  • Ensure that the members of Evaluation Committee and personnel of Executing Agency involved in the procurement process do not have a conflict of interest;
  • Coordinate the bids opening meetings, prepare the minutes of the bids opening and collect the signatures of the members of the bids evaluation committee based on the standard evaluation form of the IsDB;
  • Prepare procurement documents, evaluation reports, contracts and communications related to procurement processes;
  • Provide support to the PMU/EA in addressing any case or cases of complaint or violation during the tender processes;
  • Together with specialists from the relevant EA’s departments monitor and manage the progress of the execution of signed contracts. Verify payment documents under contracts for the supply of goods, works and services;
  • Support the EA in acceptance of the goods, customs clearance, and secure delivery to the appropriate final destinations;

  • Higher education in business administration, law, economics and other relevant fields (civil engineering, industrial management, finance);
  • At least 5 years of work experience in procurement of goods, works and services under the international development organizations’ procurement procedures;
  • Previous training on international procurement procedures, including procurement of goods and works and selection of consultants. Knowledge of IsDB Procurement Regulations is an advantage;
  • Knowledge of the public procurement law;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages;
  • Experience in the use of the IsDB’s online procurement planning and tracking tool;
  • Fluency in English and Tajik and/or Russian languages.

  • The duration of the contract will be 12 (twelve) months with 3-month probation period starting from the contract signing date and renewable annually based on the annual performance evaluation and project needs
  • Senior Procurement Specialist is expected to work full time (office hours);
  • Remuneration will be paid monthly in accordance with the salary scale agreed between the IsDB, Executing Agency and Ministry of Finance (in line with relevant Government Decree);
  • The position may require travel to project sites within Tajikistan. Travel expenses such as daily allowance, accommodation, etc. will be reimbursed in accordance with the relevant procedures;
  • The Senior Procurement Specialist will be accountable to the PMU Coordinator on day-to-day project activities

  • Previous training on international procurement procedures, including procurement of goods and works and selection of consultants. Knowledge of IsDB Procurement Regulations is an advantage;
  • Knowledge of the public procurement law;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages;
  • Experience in the use of the IsDB’s online procurement planning and tracking tool;
