The Islamic Development Bank has approved its financing in the amount of USD 13.95 million for the Tourism Business Education Development Project, and intends to apply part of the proceeds of this financing to eligible payments under the contract of consultant services of an Individual Consultant for which this Expression of Interest is issued.
The Project objective is to improve access to and the quality of higher professional education in tourism and hospitality, based on best international practices. It will achieve this through the upgradation of the existing tourism institution and strengthening its potential to serve as a Hub for tourism and hospitality education in the region. The International University of Entrepreneurship and Tourism of the Republic of Tajikistan is the Executing Agency of the project. The project implementation period is 5 years.
The services include day-to-day management of the project, ensuring timely implementation of all project activities in compliance with the legal agreements, IsDB procurement and financial management regulations, Project Operational Manual, including design and implementation schedule and the Environmental and Social Commitment Plan (ESCP), close collaboration with the Executing Agency and other project implementing partners. The estimated level of efforts is 60 (sixty) months. The expected start date of assignment is March 2026.

The International University of Entrepreneurship and Tourism of the Republic of Tajikistan now invites eligible consultant (“Individual Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services.
The shortlist will be drawn up following the evaluation of CVs and useful information in response to this notice of expression of interest including references. Potential candidates will be required to provide information on their general qualifications as an individual consultant,their mission-relevant experience, their experience in the sector as well as their language ability.
A consultant will be selected in accordance with the selection method applicable to Individual Consultants as defined in the IsDB Guidelines for the Procurement of Consultant Services under IsDB Project Financing (April 2019 edition, revised February 2023)
Minimum Qualification Requirements
- Higher education in the field of management, public administration, economics, education or relevant areas (at least Master Degree);
- At least 8 years of experience in managing a work of multitasked professional teams preferably in higher education sector;
- At least 5 years of experience in managing donor funded projects, especially in the education sector is an advantage;
- Good knowledge and experience in education sector of Tajikistan;
- Good knowledge of project cycle, procurement and financial management;
- Ability to think strategically and translate ideas into plans and actions;
- Strong verbal communication and report writing skills;
- Strong staff management and activity coordination skills;
- Excellent written and oral communication skills in Tajik and Russian. Knowledge of English will be an advantage.
- Computer literate: Windows, MS Excel, Word, and ability to learn new systems quickly.
Interested Individual Consultants are invited to read Clauses 1.12.1 and 1.12.2 of the IsDB Guidelines for the Procurement of Consultant Services under IsDB Project Financing, April 2019 edition, revised February 2023 (the “Procurement Guidelines”) setting forth the IsDB’s policy on conflicts of interest.
