Commentary on the Government of the Republic of Tajikistan’s Decisions on the Establishment of the State Institutions “Academy of Tourism,” “Institute of World Economy and Diplomacy,” and “Institute of Digital Technologies and Artificial Intelligence”

Today, the President of the Republic of Tajikistan and Leader of the Nation, Mr. Emomali Rahmon, signed Government resolutions concerning the establishment of the state institutions “Academy of Tourism,” “Institute of World Economy and Diplomacy,” and “Institute of Digital Technologies and Artificial Intelligence” within the International University of Tourism and Entrepreneurship of Tajikistan.

In today’s world, the strength and competitiveness of states depend on the knowledge, education, and worldview of their citizens. It is precisely a well-educated, knowledgeable, and highly qualified generation that can ensure the socio-economic development of its homeland.

This issue remains under the constant attention of the Head of State, Mr. Emomali Rahmon. Through the effective use of available opportunities, hundreds of new educational institutions are built and commissioned annually throughout the country, creating modern learning conditions for children and youth.

Considering the growing importance of tourism, digital technologies, and artificial intelligence in societal development, a number of effective initiatives have been implemented under the leadership of President Emomali Rahmon in these fields.

The establishment of these educational institutions can also be viewed as evidence of Tajikistan’s leadership in implementing the United Nations resolution entitled “The Role of Artificial Intelligence in Creating New Opportunities for Sustainable Development in Central Asia,” adopted on July 25, 2025, upon the initiative of President Emomali Rahmon.

It is through such initiatives and leadership that Tajikistan became a member of the World Tourism Organization, while the city of Dushanbe joined the World Federation of Tourist Cities. The designation of Dushanbe as the Tourism Capital of the Economic Cooperation Organization member states for 2020–2021, as well as the inclusion of historical sites and elements of national cultural heritage on UNESCO lists, are among the significant achievements of the country in this sphere.

At the initiative of the Head of State, 2018 was declared the “Year of Tourism and Folk Crafts Development,” while the years 2019–2021 were designated as the “Years of Rural Development, Tourism, and Folk Crafts.” Furthermore, the Tourism Development Strategy until 2030 was adopted, providing a strong impetus for the growth of the tourism sector in the country.

In the field of digital transformation, the Government of the Republic of Tajikistan adopted the Artificial Intelligence Development Strategy of the Republic of Tajikistan until 2040, which outlines key objectives including the development of digital infrastructure, training of AI specialists, implementation of artificial intelligence in the economy, application of intelligent technologies in public administration, and the advancement of scientific research in AI.

Within this framework, and with the aim of preparing highly qualified, multilingual, and modern specialists in the aforementioned fields, the latest initiative of the Leader of the Nation envisages the establishment of the state institutions “Academy of Tourism,” “Institute of World Economy and Diplomacy,” and “Institute of Digital Technologies and Artificial Intelligence” under the International University of Tourism and Entrepreneurship of Tajikistan.

The creation of these institutions represents a continuation of President Emomali Rahmon’s education-oriented policy and will provide new opportunities for young people to acquire professional qualifications and skills.
