Participation and speech at the General Debate of the 79th Session of the UN General Assembly

On September 24, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, took part and delivered a statement at the General Debate of the 79th Session of the United Nations General Assembly in New York.

During his speech, President Emomali Rahmon drew the attention of the participants of the session to the very sensitive and complex situation of the world and emphasized that the tense geopolitical processes, rapid armament, the intensification of the “cold war”, armed conflicts, the effects of climate change and other global threats will undoubtedly have long-term negative consequences.

The Leader of the Nation, Emomali Rahmon, considered it necessary to consolidate the joint efforts of the international community in order to protect security and stability and ensure sustainable development, and appealed to the heads of states to unite to reach these goals and end all wars and conflicts and implement peaceful goals.

In this context, the President of the country once again proposed to adopt the “Decade of Peacebuilding for Future Generations” through a special resolution of the United Nations.

The Head of State also reflected on the need to implement the 2030 Agenda and stated that the National Development Strategy of the Republic of Tajikistan for the period up to 2030 will be implemented in coordination with it to achieve sustainable development goals.

At the same time, Honorable Emomali Rahmon expressed concern about the report of the Secretary-General of the United Nations, according to which the international community can achieve only 17 percent of the Sustainable Development Goals by 2030, emphasizing, among other things, that “political unrest, economic and financial crises, unprecedented warming due to climate change and loss of biodiversity, as well as the spread of infectious diseases, are among the difficulties hindering the achievement of sustainable development”.

In this regard, it was considered necessary for countries to intensify their efforts for the timely implementation of the 2030 Agenda and to pay special attention to the issue of financing sustainable development.

The Head of our state, Honorable Emomali Rahmon, called the effective use of digital technologies and artificial intelligence a suitable basis for achieving the Sustainable Development Goals and proposed that “the General Assembly adopts a special resolution at the next session on the role of artificial intelligence in creating new opportunities for the development of economic and social spheres and acceleration of measures to achieve Sustainable Development Goals in Central Asia”.

Honorable Head of State Emomali Rahmon spoke with in-depth analysis about the promotion of the policy aimed at securing progress in the field of water and sanitation, and considered it important to use the platform of the “Dushanbe Water Process” to follow up the results of the United Nations Water Conference.

Issues related to climate change, which has led to the rapid melting of glaciers and the reduction of river water in various parts of the world, including Central Asia, were one of the key points of the speech of the Honorable Leader of the Nation, Emomali Rahmon. In this context, our Head of state welcomed the declaring of 2025 the “International Year of Glaciers’ Preservation” and March 21 as World Glacier Day which will be celebrated annually, as well as the establishment of the UN Trust Fund in support of activities for glaciers’ preservation, and availing this occasion, invited partner countries and organizations to participate and contribute to the work of the first High-Level Conference on glaciers issues in Dushanbe next year.

Continuing the speech, President Emomali Rahmon assessed the development of “green economy” and “green energy” as one of the ways to successfully solve the problems related to climate change.

It was emphasized that, given this fact, our country has adopted and implemented the Strategy of the development of the “green economy” for 2023-2037.

During his speech, the President of the country also called on the international community to take joint and effective actions in the face of the threats of terrorism and extremism, radicalism, cybercrimes, illegal arms and drug trafficking, as well as other manifestations of transnational crime.

Concluding his speech, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, confidently stated that developed countries, the United Nations and its specialized structures, influential international financial institutions and other multilateral international and regional structures will further continue to pay serious attention to the solution of pressing issues for the benefit of mankind.
