On November 6, 1994, for the first time in the history of the new statehood of the Tajik nation, the Constitution of the Republic of Tajikistan was adopted as the Supreme Law of the country on the initiative of the Founder of National Peace and Unity – the Leader of the Nation, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, through a national referendum. This sacred and fate-making document expresses the will of the people and determines the further development and improvement of our society. Today we can say with confidence that the Constitution of the country is the main document for building a bright future of the Tajik nation. The Constitution of the Republic of Tajikistan recognizes man and his rights and freedoms as the highest values and makes all the pillars of the state responsible for practically ensuring their protection and observance.
The constitution consists of 10 chapters and 100 articles, and as an expression of the thousand-year aspirations of the Tajik people, it has determined the direction of the irreversible development of the statehood of the Tajik nation towards democracy and the creation of a sovereign, law-based, secular state. During the twenty-nine years of operation of the Constitution, it was possible to establish a complete legal and political system, and to develop the economic and social sectors of the society in a stable manner, and to present the policies of the state and government of the country in the world arena. The founder of national peace and unity – the leader of the nation, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, in one of his messages to the Majlisi Oli, said, “This sacred and fateful document is like a lamp that will illuminate the path of development of the independent state of Tajiks and its people for centuries. We and you should try to respect it as a national sanctity and a life guide for today’s and tomorrow’s generations of Tajik civilizing people and always act according to its provisions.
The Republic of Tajikistan, like other civilized states, adopted its own Constitution after gaining independence, which is one of the great achievements of our people in the era of independence. It is with the strict observance of the constitutional norms that we take firm steps to achieve the goals set by the society of our country in the direction of building a democratic, law-based and secular state. After the adoption of this supreme legal document, our country was introduced to the world and the people of Tajikistan were recognized as a constructive, peace-loving and civilized people. According to political scientists, the Constitution of the Republic of Tajikistan is recognized as one of the best constitutions in the world. With its adoption, great changes were made in the history of national statehood of Tajiks. It played an important historical role in the way of building and forming the national statehood of Tajiks, connecting with the international community, protecting national and state interests, ensuring peace and stability, national unity, and human rights and freedoms.
We are sure that thanks to the Constitution of the Republic of Tajikistan – the fortune-telling of our nation, the life of our people will be blessed and the foundations of statehood and the prestige of our country in the international arena will be even stronger. In fact, the Constitution of the Republic of Tajikistan is a reflection of the aspirations of the Tajik people and created a favorable and reliable legal basis for the maintenance of constitutional authority, strengthening of the pillars of national statehood, achievement of political, economic, social and cultural achievements, formation of civil society, pluralism. One of the capabilities of the Constitution of the Republic of Tajikistan is the principle of humanity, and its highest value is the recognition of human rights and freedoms. The Constitution plays an effective role in the development of the national statehood of Tajiks, therefore, respecting the Constitution and paying tribute to it should become a habit of every citizen. Because the Constitution is the embodiment of the political, legal and spiritual essence of the state. Every individual of today’s society is obliged to observe its every clause, to respect the rights and freedoms, honor and dignity of others. Only in this way can we reach our ultimate goal, namely the creation of a state developed in all respects and people with a decent life. The Constitution requires that, based on its norms, national unity in our country should continue to be strengthened and its foundations should be stable. Because the content, content and requirements of each mentioned article determine the status and place of a person and a citizen in society and the defense of his rights and freedoms. Also, it leads the population of the country to development and creative activities, respecting cultural values and national sanctity, protecting the integrity and security of the society. Human rights are clearly expressed in the basic law. Every letter that appears in it is increasing the strength of the Tajik people and peoples living in this paradise land, and today they are leading the way to prosperity and construction under the leadership of the great leader of the Tajik nation Emomali Rahmon.
It is important to mention that the Constitution stipulates the preservation and strengthening of national unity, preventing young people from joining any extremist and extremist movements and organizations, achieving the value of state independence, which is the duty of every citizen of Tajikistan. We can confidently say that in the future, the indomitable will of our people will continue to guide us on the way to achieving the constructive strategic goal, and will further strengthen the love and affection of every resident of the country for this fateful date and through it for the homeland, patriotism, and national self-awareness. This is what the Founder of national peace and unity – the leader of the nation, the President of the Republic of Tajikistan Honorable Emomali Rahmon mentioned: “The Constitution is the first and foremost sign of the sovereignty of the state, and the recognition of its sovereignty by the international community, influential international organizations and other states became due to this fateful document. originates”.
