28 декабри соли 2024, дар Паёми худ ба Маҷлиси Олии Ҷумҳурии Тоҷикистон, Асосгузори сулҳу ваҳдати миллӣ – Пешвои миллат, Президенти Ҷумҳурии Тоҷикистон муҳтарам Эмомалӣ Раҳмон, сиёсати давлатӣ ва самтҳои стратегии рушди кишварро барои солҳои минбаъда баён намуданд. Паёми имсола, ки дар заминаи рушди иқтисоди рақамӣ ва инноватсия тамаркуз дошт, таъкид намуд, ки ин равандҳо барои мустаҳкам намудани пояҳои иқтисодӣ ва иҷтимоии кишвар нақши калидӣ мебозанд.
Паём стратегияи мушаххасеро барои тақвияти иқтисоди миллӣ дар асоси технологияи рақамӣ ва истифодаи васеи инноватсия пешниҳод намуд. Пешвои миллат ба таҳияи нақшаҳои дақиқи амал барои солҳои 2025–2030 дастур доданд, ки ин солҳо ҳамчун “Солҳои рушди иқтисоди рақамӣ ва инноватсия” эълон мешаванд.
Эълони ин солҳо ҳамчун давраи махсуси пешбурди иқтисоди рақамӣ ва инноватсия аз тадбирҳои муҳими пешниҳодшуда буда, ҳадафи асосии он аз омилҳои зерин иборат аст:

Инчунин бо мақсади омодасозии мутахассисони касбӣ дар самти иқтисоди рақамӣ, Пешвои миллат пешниҳод карданд, ки дар заминаи Донишкадаи технология ва менеҷменти инноватсионӣ Донишгоҳи инноватсия ва технологияҳои рақамӣ таъсис дода шавад, ки донишгоҳи мазкур маркази пешбар барои омӯзиши технологияҳои навин хоҳад шуд, мутахассисонро дар соҳаҳои стратегии иқтисодиёт, технология ва идоракунии инноватсионӣ омода мекунад.
